Community Health to buy Health Management for $3.9 billion

(Reuters) - U.S. hospital chain Community Health Systems Inc said on Tuesday it would buy smaller Health Management Associates Inc for $3.9 billion to increase its base during the overhaul of the country's healthcare system.

Health Management on Tuesday also disclosed it had received additional subpoenas in a widening federal government investigation of its admissions practices. The troubled company also named a new CEO on Tuesday.

The Community Health deal, which the market had been anticipating, is the second in the sector in as many months. Faced with declining patient admissions and rising bad debts, companies are struggling to shore up their finances as they await an expected influx of newly insured patients beginning next year under healthcare reform.

Both companies' hospitals are primarily in smaller cities and rural areas. Health Management has a strong presence in the U.S. Southeast, including Florida. Community Health is the second largest for-profit chain behind HCA Holdings Inc , mostly spread across the Southeast, Midwest and Southwest.

The combined company would have 206 hospitals across 29 states. "HMA's geographic footprint is complementary to ours. They are in different markets that give us a chance to expand into new communities," Community Health Chief Executive Wayne Smith said on a conference call.

Community Health said that based on Monday's share prices it would pay $13.78 per share in cash and its own stock. Health Management shareholders would own a 16 percent stake in the new company and get an additional contingent value right worth up to $1 per share that depends on the outcome of a government probe of admissions practices at Health Management.

Health Management shares fell 11.1 percent to $13.26, while Community Health dipped 0.4 percent at $47.03.

Deutsche Bank analyst Darren Lehrich said the acquisition could potentially add 20 percent to 30 percent or more to Community Health's earnings per share in 2015.

Community Health expects to achieve breakeven earnings in the first year after the deal closes and would cut costs between $150 million and $180 million annually within two-and-a-half years.

Separately, Health Management on Tuesday forecast weaker-than-expected second-quarter earnings of 10 cents to 11 cents a share due to lower hospital admissions.

It also said it received additional subpoenas from the U.S. Department of Health and Human Services about emergency room operations after getting subpoenaed in 2011. It also received an additional subpoena on physician relationships.

Health Management has also received a subpoena from the U.S. Securities and Exchange Commission over accounts receivable, billing writedowns, contractual adjustments, reserves for doubtful accounts and revenue.

Health Management cut its earnings outlook in April, citing weak patient admissions. In December, it was the subject of a story on the "60 Minutes" CBS television program that claimed it used aggressive policies to boost admissions. Health Management denied the assertions.

Health Management has also faced a looming proxy fight with hedge fund Glenview Capital Management, which wanted to replace the entire board. Health Management has hired Morgan Stanley and law firm Weil, Gotshal and Manges to help respond to Glenview's campaign.

Glenview, which owns 14.6 percent of Health Management, said in a June letter to the hospital operator there was "significant room for improvement," and that its financial performance had fallen short for more than a decade.

Health Management CEO Gary Newsome was due to retire at the end of the month. On Tuesday the company said John Starcher would be interim president and CEO.

'VERY DIFFICULT TIME'

"This industry is having a very difficult time, if you haven't noticed, in terms of our earnings," Community Health's Smith told analysts.

Last month, No. 3 hospital chain Tenet Healthcare Corp said it was buying Vanguard Health Systems Inc for $1.73 billion.

Community Health, based in Franklin, Tennessee, reported a drop in second-quarter profit on Monday due to weak admissions and a rise in bad debt. Earlier this month, it said it had received an additional subpoena related to a Justice Department investigation of short-stay admissions from emergency departments.

The boards of both companies have approved the deal, which they expect to close by the end of March.

DORSET golfing sensation Georgia Hall has been handed a dream draw for the Women's Open - alongside four-time major winner Laura Davies.

The 17-year-old amateur star will be in illustrious company when she tees up alongside legend Davies in the St Andrew's showpiece later this week.

Hall has been drawn to play with Davies and Korea's So Yeon Ryu in the first round of the prestigious event at 11.26am on Thursday.

Wallisdown's Hall, a member at both Remedy Oak and Parkstone, won last year's British Girls' Championship and earned exemption to the Open with victory in the ladies' British Amateur Championship.

Davies, 49, is one of the best-known players in the women's game and boasts a fine record of 84 professional career wins.

Apple releases fourth beta of iOS 7 to developers

Apple on Monday supplied its developers with the fourth pre-release beta of iOS 7 for testing, as it prepares to launch the software to the public this fall.


iOS 7 beta 4 arrives three weeks after the previously beta seeded to registered developers. It is now available for iPhone, iPad and iPod touch.

According to Apple, the latest beta of iOS 7 includes bug fixes and improvements. The company has again warned that it should only be installed on devices dedicated to iOS 7 beta software development.

People familiar with the beta said the lock screen has been tweaked to add an arrow pointing right, located to the left of the "slide to unlock" text. The quick launch and notification center graphics at the bottom and top of the screen, respectively, have also been changed to straight lines rather than arrows, though they revert to arrows once the menus have been invoked.


iOS 7 beta 4 also reportedly fixes issues with syncing calendars through iCloud, and addressed an issue where high-resolution images for a contact may not sync. Font line heights are also said to have changed from previous builds.

A handful of known issues remain with the pre-release software, including a glitch that prevents voice memos from being restored via iCloud backup. Developers are advised to sync voice memos off of a device before restoring from iCloud.

Apple had previously been releasing new iOS 7 betas every two weeks, but that schedule may have been thrown off by a hack that forced the company to take down its developer portal. The Dev Center returned last Friday after 8 days of being offline.

A new rumor from Boy Genius Report on Monday claims that Apple is planning to release two more betas of iOS 7 to developers. After releasing six betas, it's expected that the company will issue the golden master, or intended final build, of iOS 7.0 at some point in September.

If you're a first-time homebuyer in today's market, experts have a brief message for you: good luck. Traditionally, first-time homebuyers tend to be couples, in their mid- to early 30s with an established career and adequate savings to make the big purchase. But some of the faces making up this group now are a little older than in the past.

"There is now an older group of first timers who couldn't buy before the housing burst because they were just getting established and prices were insanely high," says Keith Gumbinger, vice president of mortgage and consumer loan website HSH.com. "But then they also couldn't buy during the recession because they lost their job or had massive debt."

He estimates that about 15 to 20 percent of the new-homebuyer market is made up of people over 35.
First-time buyers play a key role in the housing market's health and strength of the economy, but they're having a hard time finding room at the bargaining table and face unique challenges that those before them didn't face.

"Because home prices fell so much after the housing bubble burst, there is stronger-than-usual investor activity. Inventory is below normal and mortgage credit is tight," says Jed Kolko, chief economist for Trulia.com.

According the National Association of Realtors, first-time buyers made up 29 percent of home sales in June, down from 32 percent in the same period a year prior.

"Adults that used to be buying houses are now living with their parents or with many roommates because they have no economic confidence, and that takes a toll on construction, which is key to the housing market," explains Kolko.

Consumers' first house tends to be the starting point to larger purchases after they establish more equity and are able to move up to larger and more expensive homes. When this trading-up effect doesn't happen until later in life, it can stifle economic growth.

"Buying a home used to be the second step," says Kolko. "It used to be: You rent first, and then buy. Now, you live in a basement, then rent, and then buy. That pushes a lot of spending to later in life, and the economy needs that spending."

It's hard to fault would-be-homebuyers' lack of confidence. "These young adults have a lot of hurdles they have to overcome, they are still underemployed or work part time, so they don't have the job history or income strength to get a mortgage," says Gumbinger. "The ability to increase your income is slight in this marketplace of rising home prices."

First-timers are also carrying around more student loan debt than past generations, which prevents them for qualifying for a mortgage.

"Right now, the interest on student-loan debt is an average of $22,000-$25,000 ... so we are asking first-time homebuyers to first pay the equivalent of two cars before being able to buy a house," says Jed Smith, managing director for quantitative research for the National Association of Realtors.

First-time buyers do face some obstacles, and experts advise them to either get in now or wait a year or two. "They either need to pull the trigger now and battle the low inventory and tight mortgage market and take advantage of the lower rates or wait a year, face higher home prices but have more inventory to choose from and have looser lending practices," says Kolko.

He expects home prices to continue to rise, but not at the current 10 percent year-over-year pace. "Prices will hit the brakes, but that won't throw the market's recovery into reverse."

For buyers ready to take the plunge now, they should expect to pony up a big offer. According to a recent survey from Trulia, 78 percent of young adults who plan to buy a home say they would use aggressive tactics to seal the deal, including making an offer above list price, paying seller's closing costs and removing contingencies.

Financing has always been a struggle for first-timers, but current lending practices are especially tight for buyers because lenders' are too "shell-shocked," according to Smith. "We don't see standards loosening significantly in the near future. Hopefully (lenders) will readjust their portfolios to make them feel comfortable taking on a little more risk, but that's down the road."

The attitude of potential first-timers has also shifted as memories of the recession continue to haunt them.

"There is no doubt now is a great time to buy, but there is this fear of loss that is stopping them," says Gumbinger. "This is jumping in with both feet into the deep end; they watched friends and family lose their life savings, get removed from their homes and have to start all over, and for them, it's just not worth the risk and responsibility."

Car bombings in Iraq wound Maliki's government

? A daily summary of global reports on security issues.

More than 46 people were killed in Iraq this morning after a wave of car bombs exploded in Baghdad's Shiite neighborhoods and other cities across the country ? the latest signal that the long simmering Shiite-Sunni conflict in Iraq is once again coming to a boil.

The New York Times reports that the attacks targeted a variety of sites, including a hospital, a restaurant, a bus station, and several markets. At least 30 were killed in Baghdad, while others were reported dead in Basra, Kut, and Smawa. The Times writes that more than 100 people were reported wounded, while Agence France-Presse put the injured at least at 226.

The Times reports that no group has claimed responsibility for the attacks, though in the past coordinated bombings against Shiites have been a hallmark of Al Qaeda in Iraq.

The string of car bombs is just the latest event in Iraq's ongoing sectarian conflict, which has flared in recent months. The BBC reports that April, May, and June of this year each saw more than 700 people, mostly civilians, killed in Iraq, with a high of some 1,045 dead in May, according to United Nations figures. July has already surpassed the 700-dead mark, with Reuters putting the tally at 810 so far. Iraq Body Count, an independent watchdog tallying the conflict's death toll, put July's total at 831 before today's attacks.

And AFP notes that today's car bombings follow a pair of coordinated attacks by militants in recent days: an assault Wednesday by some 150 militants on the town of Sulaiman Bek that saw the execution of 14 Shiite truck drivers, and a brazen jailbreak at Abu Ghraib a week ago in which more than 500 prisoners were set free and at least 20 security forces were killed.

The Christian Science Monitor's Dan Murphy, commenting after the jailbreak, writes that "Whether this was a total disaster or just the latest in a series of black eyes for the government remains to be seen."

But what's already clear is light infantry attacks involving a large number of insurgents and weapons, that must have been long planned, were carried out against government forces on the outskirts of Baghdad, the seat of central government power. Iraq's sectarian civil war in some ways never really ended, US protestations that the "surge" brought peace to Iraq to the contrary. The Shiite dominated government has behaved autocratically, clamped down on freedom of speech, continued the tradition of torture in Iraq's prisons and police stations, and cut Sunni Arabs out of the political process.

Not surprisingly some of the Sunni Arabs who were promised a seat at the table in the "new Iraq" but have instead been systematically marginalized are taking up arms again. Lately they've been given heart by Sunni jihadi successes across the border in Syria (where Bashar al-Assad is allied with Shiite Iran and enjoys at least the tepid support of the Maliki government), with Iraqi jihadis from Anbar and other border provinces playing a prominent role in the Jabhat al-Nusra insurgent group, and those returning home reinvigorating their comrades.

BBC News adds that tensions are not just increasing along the country's Sunni-Shiite divide, but within the Shiite government of Prime Minister Nouri al-Maliki as well. Analyst Rami Ruhayem writes that the recent spate of attacks ? the jailbreak in particular ? has been "opening fissures within the governing coalition and between ministers themselves."

After the jailbreak, there were arguments over whether the blame should fall on the justice ministry or the interior ministry, and Prime Minister Nouri al-Maliki had to sack a number of security officials. Monday's attacks are likely to increase popular anger at the government's failures.

Sony and Panasonic have officially announced that they are working on the next-generation optical disc for long-term digital data storage. Both companies are planning to develop an optical disc with storage capabilities of at least 300 GB by the end of 2015.

The specifics of the optical disc, like protection against dust, water, temperature and humidity are the main reasons for Sony and Panasonic to still be investing in the format.

Sony and Panasonic are currently targeting the video production industry along with motion picture houses and broadcasters as its potential customers. However, cloud-based data centers too are expected to make use of the upcoming high-capacity disc to store large amount of data.

Today?s Blu-ray discs can store up to 25 GB of data on a single layer, while the dual-layer has the capacity to store 50 GB of data. So, if you are planning to store large amount of data in a compact optical disc, then the new standard discs is what you should be looking forward to.

(AP) ? "Glee" cast member Mike O'Malley says Cory Monteith, who died earlier this month of a drug overdose, was a leader on the show.

O'Malley plays Burt Hummel, dad to Chris Colfer's Kurt on the musical. He told the Television Critics Association on Saturday that Monteith was a welcoming colleague, a talented actor and a great guy.

O'Malley said Monteith, who played quarterback Finn, was the quarterback on the set as well.

The 31-year-old Monteith was found dead July 13 in a hotel in Vancouver, British Columbia, and an autopsy revealed he died of an overdose of heroin and alcohol.

O'Malley is set to star in a father's role in the new NBC comedy, "Welcome to the Family," set to premiere in October, which follows the culture clash between a white and Latino family who are thrown together after their teenage children get engaged after an unexpected pregnancy.

O'Malley says the toughest scene he's had to do as an actor was opposite Monteith. On the show, Burt Hummel eventually married Finn's mother.

"I had to throw (his character) out of the house because of a slur that he used. It was remarkable to me when we were shooting that scene over and over again, the depth of emotion he was able to portray."

"Glee" is set to begin its fifth season on Sept. 26, a week later than originally scheduled, and a tribute episode to Monteith is planned.

"I'm here doing 'Welcome to the Family,' and we shoot one episode five days a week. But Burt is a very important role to me. It's been a great part and I've said to all those guys, that I'll work early in the morning, late at night, Saturday, Sunday, whatever I need to do to participate and continue to be on that show honoring Cory and his passing and that character. He is my stepson on that show. I certainly plan on being there."

O'Malley said he thinks he will be on hiatus from "Welcome to the Family" when the tribute episode to Monteith is shot, which would clear his schedule to appear on the show.

Mali scrambles to be ready for Sunday's 'fresh start' vote

BAMAKO (Reuters) - Malian election officials scrambled to distribute voting material for an election on Sunday intended to provide a fresh start to a country divided by a coup and a war in its desert north.

Candidates wound up campaigns promising reconstruction and reconciliation but, underscoring security fears despite a successful French offensive against al Qaeda-linked fighters, an Islamist group threatened to attack polling stations.

Separatist and Islamist rebels swept across the country's desert north last year shortly after soldiers ousted the president, an unprecedented crisis in the former French colony, previously seen as an island of stability in West Africa.

Thousands of French troops halted a rebel advance in January and United Nations peacekeepers are deploying to stabilize the broken nation. A successful vote on Sunday would take the gold-producing country another step towards its recovery.

"We need this election - it is critical," said Abdrahamane Toure, a postal worker who went to the Aminata Diop school in Bamako's Lafiabougou neighborhood to check where he would vote.

"Once we have a legitimate state back, things might start getting better," he added.

In a sign of last-minute preparations, residents were still lining up to collect newly-printed ID cards that they will have to show in order to vote as a truck laden with plastic ballot boxes pulled up at the Bamako school on Saturday.

Authorities also instructed some 6.8 million eligible voters how to find their polling stations by sending SMS messages to designated numbers.

In the run-up to the vote, experts had warned that a rushed election might lead to challenges and further crises.

But election officials say they have distributed 85 percent of the ID cards and a free and fair race in a field of 26 men and one women could take place.

Louis Michel, head of the European Union's election observer mission, said he was "positively surprised" by preparations and that the conditions for the vote were acceptable.

"A month ago, there were a lot of doubts (over the election). But it has come together. Everyone realizes that this interim government has to end as its inherent fragility and uncertainty has been so costly for Mali," said Mary Beth Leonard, the U.S. ambassador to Bamako.

Voting is due to start at 4.00 a.m. ET at 21,000 polling stations across the country, from the bustling, lush riverside capital in the south to the remote desert garrison town of Kidal, which was at the heart of last year's rebellion.

Most of the front-runners are established political figures over the last 20 years of Malian politics so there is little likelihood of a radical overhaul of the country's democracy.

A second round of voting will take place on August 11 if no candidate wins over 50 percent of the vote.

"LOOKING FOR UNITY"

Before last year's collapse, Mali, a poor nation straddling the south of the Sahara, had built up a reputation for stability and become Africa's No. 3 gold producer.

Donors who slashed aid after the coup have promised over 3 billion euros in reconstruction assistance after the election.

The new president will have to oversee peace talks with separatist Tuareg rebels who have agreed to allow the vote to take place in areas they operate in but have yet to lay down their arms.

France is hoping a successful vote will allow it to scale down its military presence in Mali from around 3,000 troops currently. A 12,600-strong U.N. mission is rolling out.

While there have been few counter-attacks by Islamists since they were scattered from their northern strongholds, MUJWA, one of the groups that occupied Mali's north last year, on Saturday threatened to attack polling stations.

"Places of the so-called election will be a target for the strikes of the Mujaahideen (holy strugglers)," Mauritania's Nouakchoute News Agency quoted the group as saying in a statement, a copy of which was obtained by the agency.

The group also warned what it called the Muslims of Mali against taking part in the elections and urged them to stay away.

Election experts said they expect some problems given the rushed preparations but added the key to stability was ensuring no-one were seen aiding one side or the other.

"All we are looking for is unity," Mohamed Kale, imam at Bamako's Grand Mosque, told Reuters after Friday prayers.

"This vote will allow us to find a leader so it has to be a good one. The number of people who take part will give this legitimacy," he added.

Internet companies, stung by earnings, still look pricey

NEW YORK (Reuters) - Expedia Inc can send people to destinations around the world, but it can't send investors back in time so they can avoid the stock's massive selloff on Friday.

The stock's 25 percent fall is its worst in seven years, becoming the latest in what is shaping up as a rough quarter for Internet company earnings. Expedia, Netflix and Google were hit hard after reporting earnings in the last two weeks.

Investors have chased this group higher in 2013, lured by expanding user bases and profit growth that eclipsed the broader market. But that has raised concern among analysts who see the sector as a whole as overvalued and ripe for a sell-off.

That appears to be what befell Expedia on Friday, as it suffered its biggest one-day loss since May 2006 after its results fell short of expectations.

"I don't see any Internet stock that looks like a value," said Kim Forest, senior equity research analyst at Fort Pitt Capital Group in Pittsburgh. "I'm a fan of them as a customer, but wouldn't pay anywhere near the multiple we're seeing for them."

One measure of the valuation of these companies, intrinsic value as calculated by StarMine, a Thomson Reuters company, shows that of the 55 or so industries among the top 1,000 U.S. companies, Internet and catalog retailers are the most overvalued, and Internet software and services companies are the seventh-most overvalued.

Intrinsic value evaluates a stock based on projected growth over the next decade, using a combination of analyst forecasts and industry growth expectations.

The most overvalued name in the S&P 500 is Amazon.com Inc, which has climbed more than 20 percent this year to $309 a share and has a mammoth P/E ratio of 133.72. The online retailer's price is 681 percent greater than its intrinsic value of $38.85.

Late Thursday, Amazon reported it had unexpectedly swung to a quarterly loss and gave a third-quarter outlook that was below forecasts. But despite the disappointment and elevated levels, its shares were up 2.8 percent on Friday.

"It is really looking down the line for other areas of profitability, and that could represent a positive play in the future," said Chris Hobart, chief executive of Hobart Financial Group in Charlotte, North Carolina. "I'd be a buyer of it right now, but cautiously."

That Amazon rose after its results "shows that investors are willing to just shrug off the negativity," said Ryan Detrick, senior technical strategist at Schaeffer's Investment Research in Cincinnati, Ohio, adding that options activity before the earnings suggested investors had not been bearish on the company before the news.

To justify its current price, Amazon would need to grow earnings 44 percent on a compound basis each year for the next 10 years, according to StarMine.

Shares of Netflix Inc are up 160 percent so far this year as investors bet the online movie renter's expansion into original content will lead to strong subscriber gains. While earnings topped expectations earlier this week, its additions were in the middle of a range it forecast in April.

Netflix shares would need to drop 82 percent to reach its intrinsic value. Since hitting a new high on July 18, the stock has since been beaten down, falling nearly 10 percent.

Salesforce.com, meanwhile, is 83 percent above its intrinsic value. The maker of online sales software reports results next month.

Google Inc, another investor favorite this year, with gains of 25 percent, also saw a pullback after its results were issued last week, coming in below expectation despite a 20-percent jump in its core business revenue.

Almost all Internet stocks have high valuations. Netflix has a 12-month forward price-to-earnings ratio of 92.9, while Salesforce.com Inc's is even higher at 100.5. The average stock in the S&P 500 has a P/E ratio of 14.6, according to Thomson Reuters data.

THE FACEBOOK EXCEPTION

While Facebook's P/E ratio of 40.69 is more than twice the 18.57 ratio of its social media peers, it differs from other online companies in that it has traded fairly flat for most of this year.

After its highly anticipated initial public offering in 2012, the stock has been unable to regain its $38-per-share IPO price, as investors questioned whether it would be able to monetize its massive user base and mobile usage.

When its July 24 results indicated it was making progress in those areas, buyers jumped on the stock, pushing it up about 30 percent in its biggest-ever daily increase.

"Facebook is doing a good job on the innovation front, going from a weak area - mobile advertising - to creating something pretty damn powerful," said Hobart.

Based on its Thursday close, Facebook is more than twice what StarMine indicates is its intrinsic value.

"The results justify the valuation, but with it at these levels there are other companies I would look at first," said Hobart.

Apple's developer center comes back online after weeklong overhaul

While most of you are fixing to shut things down for the weekend, Apple's developer portal is waking up after a weeklong hiatus. If you'll recall, Apple affirmed that its dev center was hacked last week while simultaneously announcing a system overhaul. Now, however, things seem to be back in action, with little to no consumer-facing changes to the site itself. If we had to guess, we'd say the bulk of the tweaks have happened behind the scenes. With that, we invite you to return to your regularly scheduled coding.

Anti-mafia raids target Rome, Calabria

AFP - Italian police said they launched two major anti-mafia operations Friday in Rome and the southern region of Calabria, targeting around 100 people.

The Rome operation, described by Italian media as the largest ever undertaken in the capital region, targeted people who helped lead "illegal activities" in the city and the suburb of Ostia, police spokesman Mario Viola told AFP.

The second, entirely separate operation targeted members of the Ndrangheta in Catanzaro, Calabria, Viola said, adding that 50 arrest warrants were issued for each of the operations.

In Calabria, the arrest warrants concerned "50 to 70 people, including entrepreneurs, politicians and lawyers", Viola said.

In Italy, arrest warrants can be issued against people already detained for other offences.

By early morning, the police were unable to say how many had been detained as part of the raids.

According to the Italian news agency Ansa, around 500 police officers took part in the Rome operation, "the largest ever undertaken" by the police in and around the capital. A helicopter, dog units and maritime police took part in it.

Potential Bills in 2014 NFL Draft: USC RB Silas Redd, Western Kentucky RB Antonio Andrews

With an aging Fred Jackson and a pending C.J. Spiller contract negotiation on the horizon by 2016, the Buffalo Bills may targeting a running back in the middle rounds of the 2014 NFL Draft. Two running backs that could be options for the Bills in the middle rounds are former Penn State Nittany Lion turned USC Trojan Silas Redd, and Western Kentucky Hilltopper Antonio Andrews.

Both backs would represent a nice change to the slick and shifty running style of CJ Spiller. Redd and Andrews usually do their between the tackles, and they both have the ability to break tackles and get the tough extra yards. Let?s take a brief look at both players and why they could be Buffalo Bills considerations in the 2014 draft.

Silas Redd

Redd enters his senior year at USC with some pretty impressive statistics from both Penn State and USC. He has racked up a total of 2,583 yards on 488 carries, which works out to an average of 5.3 yards per carry. He has a total of 18 touchdowns and has had 10 games in which he rushed for more than 100 yards.

While these are combined PSU and USC statistics, Redd?s USC statistics demonstrate the same level of production and consistency. Redd rushed for 905 yards last season on only 167 carries, an average of 5.4 yards per carry.

Redd is effective out of the backfield as a receiver as well. He has caught a total of 22 passes in his three-year college career for a total of 180 yards, an average of 8.2 yards per catch. His USC receiving numbers last year were his best, as he tallied 9 receptions for 130 yards, an average of 12.6 yards per reception.

A brief examination of Redd?s highlights from last year demonstrates his ability to ?pound the rock? between the tackles. His ability to get yards after initial contact is particularly impressive. Of particular note, the plays between :55 and 2:30 demonstrate his ability in the trenches.

Listed at 5?10? and 200 pounds by USC?s official athletics website, Redd has the frame of an NFL running back. He has good speed and could be clocked anywhere between 4.37-4.58 seconds in the 40-yard dash according to NFLDraftScout.com.

Redd has been named to both the Doak Walker Award and Walter Camp Award watch lists for 2013. He is seen as a late second- to third-round pick.

Redd?s status will depend on the type of year he has this year, but his stock is unlikely to rise much considering the decreasing importance of the running back position over the last few years. He could be a good value selection on Day 3.

Antonio Andrews

Do not make the mistake of judging Andrews based on the fact that he played at Western Kentucky University. Antonio Andrews is a legitimate NFL running back who put up great statistics in 2012, and will be drafted in 2014.

Andrews led Western Kentucky in all-purpose yards last season with a whopping one-year total of 3,161 yards, the second-highest single-season total in NCAA history behind 1988 Heisman Trophy winner Barry Sanders. That total included 1,728 rushing yards, eighth-most in the NCAA last season. He was named the Hilltoppers? team MVP.

Andrews was ?Mr. Everything? for WKU last season, returning kicks and punts, rushing the ball and catching passes. He will have difficulty reproducing those numbers in 2013 as teams will be game planning specifically to stop him, but his accomplishments as a junior have resulted in several preseason honors heading into the 2013 season. Like Silas Redd, he was named to the Walter Camp and Doak Walker watch lists, along with the Paul Hornung Award watch list and the 2013 preseason all-Sun Belt Team.

An examination of Andrews? highlights reveals a similar running style to Redd. Andrews looks more compact, although he is listed at a larger size (6?, 211 pounds). He has a Ray Rice look to him.

Andrews can deliver punishing hits and looks to be difficult to tackle. Like Redd, he does well between the tackles and appears to be a little more versatile in the passing game. While his numbers are incredible, it is important to take into account the talent level that he does play against.

NFLDraftScout.com has a 4th-5th round grade on Andrews. If he is available then and the Bills have addressed other more glaring needs, he would be a great selection to learn under CJ Spiller.

Andrews has an interesting blend of athleticism, speed and talent, and he appears to use his compact frame to his advantage. Not to harp on his frame, but he does not appear to be as large as his listed weight ? if he is 212 pounds, 80% of it is from the waist down!

Why Buffalo?

Buffalo may be the perfect landing spot for a mid-round running back next year. An aging Fred Jackson has seemed to mentor and pass the running back torch to emerging superstar C.J. Spiller. Jackson is signed with the Bills through 2014, but could be nearing the end of his career. When that happens, Buffalo will need to provide a backup to Spiller with more significant upside than journeyman Tashard Choice.

Redd and Andrews are both running backs with the potential to work their way into a starting role over time. Both are tough between-the-tackles runners who work hard for every yard and do well after initial contact. Both would represent excellent Day 3 value at a position that should be addressed in some capacity.

Buffalo has other needs before running back and if Buffalo were to draft a running back, it would likely be somewhere during Day 3. What possible sleepers at the running back position should the Bills be watching? Redd and Andrews are two possibilities.

Slumping Federer loses to Brands at Swiss Open

GSTAAD, Switzerland (AP) ? Roger Federer lost to a low-ranked opponent for the third straight tournament, his new and larger racket failing him Thursday in a 6-3, 6-4 defeat to Germany's Daniel Brands in the second round of the Swiss Open.

Playing on clay and before home fans, Federer was troubled by the serve and big forehand of his 55th-ranked opponent. Federer's other losses in the past month were to players ranked No. 116 (Sergiy Stakhovsky, at Wimbledon) and No. 114 (Federico Delbonis, at Hamburg, Germany).

The 31-year-old Swiss star is now ranked No. 5, his lowest in a decade since he started his run of 17 Grand Slam singles titles at Wimbledon in 2003.

Federer, seeded first, saved a first match point by serving an ace when trailing 5-3, and a second in the next game with a forehand winner. Brands, who took a set off Federer in a second-round loss at Hamburg, then ended the 65-minute match with a service winner.

Federer was returning to Gstaad for the first time since he won the title in 2004 and where he debuted on the ATP Tour in 1998 as a 17-year-old ranked No. 702.

Federer rarely loses an opening match. This defeat ranks alongside that of his round-of-64 exit in straight sets at Indian Wells, Calif., in March 2007 to Guillermo Canas of Argentina, then ranked No. 60.

Federer was hoping to tune his game in Gstaad and Hamburg after his second-round exit at Wimbledon. After a three-week break, he returned in Hamburg, testing his new racket yet citing back pains that limited his movement. He lost there in the semifinals.

Brands broke Federer to lead 4-2 in the opening set when he put away an overhead at the net. But the 26-year-old German closed the first set with two aces, among his 11 for the match. Federer immediately lost serve in the second set by netting a backhand volley and saved three break-point chances to avoid trailing 3-0.

Federer is to return next month at the Montreal Masters and then defend his Cincinnati Masters title before the U.S. Open begins Aug. 26.

Two other seeded players were ousted in the second round: Third-seeded Janko Tipsarevic of Serbia lost to Robin Haase of the Netherlands 6-2, 6-2; and eighth-seeded Roberto Bautista Agut of Spain retired against Victor Hanescu of Romania while trailing 7-6 (2), 3-2.

Also, Marcel Granollers of Spain defeated Federico Delbonis of Argentina 6-2, 7-5.

Crews remove damaged jet after hard landing at LaGuardia

New York's LaGuardia Airport was fully reopened Tuesday after a disabled Southwest Airlines Boeing 737 skidded to a hard landing Monday evening as its front landing gear collapsed, authorities said.

The Port Authority of New York and New Jersey said crews with cranes lifted the jet from the runway onto a flatbed truck. Officials said Tuesday morning that the runway had been reopened.


Of the 150?customers and crew?on board the flight from Nashville, Tenn., three passengers, the two pilots and three flight attendants were treated and released from the hospital, Southwest Airlines said Tuesday.

LaGuardia Airport General Manager Thomas Bosco says the nose gear of a Southwest Airlines flight collapsed, causing it to have a hard landing.

The National Transportation Safety Board said there was substantial damage to the aircraft and announced an investigation.

"The NTSB is doing what they call a preliminary investigation,? Southwest Vice President Linda Rutherford told NBC 5 of Dallas, where the airline has its headquarters. "That involves a review of the cockpit voice recorder and the flight data recorder."

Rutherford said investigators were also interviewing the pilots.?

The jet came to a stop Monday on Runway 4 at 5:45 p.m. ET, said Thomas Bosco, the airport's general manager and acting aviation director for the Port Authority. Four others refused treatment, he said.

The airport, which was closed after the accident, was reopened at 7 p.m. ET, Bosco said.

There was still no explanation for why the landing gear malfunctioned. The Federal Aviation Administration said Monday night that the pilots "reported possible front landing gear issues before landing," but it gave no further details.

About a dozen emergency vehicles surrounded the Southwest plane, whose passengers evacuated by the rear chute and were taken by bus to the terminal. Bosco said none of the injuries occurred during the evacuation.

"It's a surreal scene here given what just happened in the Bay Area," Sam Brock of NBC Bay Area, who saw the incident from another plane he was on at the airport, told?NBC New York in an on-air telephone interview, referring to the crash of Asiana Flight 214 early this month at San Francisco International Airport.

Brock said the pilot of his flight told passengers that there were no serious injuries and no sign of fire or flames on the Southwest plane.

Steve Czech, who was on the runway waiting for his American Airlines flight to take off, told NBC New York that he saw the Southwest plane touch down.

"There was just this fireball going down the runway. It was unbelievable ? it was probably 300 yards from us, if that," Czech said.

"Clearly, there was no nose gear," he said. "It was just screeching down the runway, fire on both sides. There was debris kind of rolling off to the sides."

Silver lining? Greenhouse gas could be vast, untapped source of energy

The greenhouse gas carbon dioxide emitted from power plants and other industrial activities around the world is a vast source of untapped energy, according to new research that describes a proof-of-concept technique to harvest it.

Akin to harvesting energy from the wind, this combination of chemistry and mechanics would generate electricity from the carbon dioxide (CO2) already flowing out of plants. While it wouldn't destroy the CO2, it would pull far more energy from existing waste gas. It could arguably even enable plants to resist scaling up and becoming more wasteful, just to keep up with demand.

"The energy is there," Bert Hamelers, a program director at Wetsus, the Center of Excellence for Sustainable Water Technology in the Netherlands, who led the research, told NBC News. "Only you need a turbine to get it."

The system he and colleagues devised to get energy from CO2 involves alternately mixing water or another liquid solution with combustion gas containing a high concentration of CO2 such as that from a power plant and air with a low concentration of the gas.

These liquids are pumped between specialized membranes to produce an electric current. The current comes from the concentration gradient between the combustion gas and air, Hamelers explained. The process is described in detail in the American Chemical Society journal Environmental Science and Technology Letters.

Other teams are working on a similar mixing approach to exploit the chemical differences between seawater and freshwater. But, until now, no one has tried to mix a combustion gas with air, Hamelers noted.

Like wringing energy from the wind, harvesting energy from CO2 does not increase greenhouse gas emissions. "For the same CO2 emissions," he said," you get more energy."

The approach, he emphasized, does not get rid of the CO2. "You use the energy that is now wasted. You bring it in and get the extra energy out, but you cannot sequester it."

The CO2 released from power plants and other activities around the world could produce 1,570 billion kilowatt hours, or the equivalent of about 400 times the annual electrical output of the Hoover Dam on the Colorado River between Nevada and Arizona, Hamelers and colleagues noted in their paper.

For the proof-of-concept, the researchers used a well-known technique to bubble the gas and air through the liquid solution. That process uses more energy than the energy it produces, "but there are alternatives like membrane-based processes that use less energy," Hamelers said.

"The objective for us was to show that, yes, there is this source of energy and, yes, you can harvest it," he added. "Of course you need a lot more technological development before this is a system that can be practiced."

Crosby, Toews headline Team Canada camp

Sidney Crosby and Jonathan Toews lead a list of 47 players invited to a summer orientation camp for the Canadian men?s Olympic hockey team.

The camp in Calgary runs from Aug. 25 to 28 and will begin the process of selecting the 25 players who will play for Canada at the 2014 Winter Games in Sochi, Russia.

Crosby and Toews are among 15 of the invitees who helped Canada win gold at the 2010 Olympics in Vancouver.

The others are goalie Roberto Luongo, defencemen Dan Boyle, Drew Doughty, Duncan Keith, Brent Seabrook and Shea Weber, and forwards Patrice Bergeron, Corey Perry, Ryan Getzlaf, Rick Nash, Mike Richards, Eric Staal and Joe Thornton.

Team executive director Steve Yzerman said being mobile on the larger international ice surface in Sochi will be key for players hoping to make the team.

?Ultimately, we?ll pick the best players available to us, but playing on a bigger ice surface, I believe there is a priority on being able to skate,? Yzerman said on a conference call. ?That will weigh into our final decisions on putting this team together.

?There will be more of a premium placed on skating.?

The newcomers on the list include young guns like defencemen Alex Pietrangelo and P.K. Subban and forwards Steven Stamkos, John Tavares, Claude Giroux and Brad Marchand.

?Some of these younger players are forcing their way into the lineup, not only Stamkos, there will be a few of them,? said Yzerman. ?They?ve matured, they?ve put their time in and they?re elite players in the league.

?So it?s somewhat of a changing of the guard. There?s always been some transition where guys were on the cusp of breaking in at previous Olympics and for various reasons they weren?t selected, and it?s time to move them in.?

The list includes five goalies, 17 defencemen and 25 forwards. Yzerman said they will likely take three goalies, eight defencemen and 14 forwards.

Most of the coaching staff from Vancouver is back with head coach Mike Babcock and assistants Lindy Ruff and Ken Hitchcock, with Claude Julien replacing Jacques Lemaire.

?Our goal is to go over there and compete for a gold medal,? said Yzerman. ?Mike and his staff did an outstanding job in 2010 in Vancouver.

?That was the easiest decision and the right decision to make in this case. I?m 100 per cent confident that with our coaching staff we?ll be prepared.?

Due to insurance costs, it is unlikely the players will go on the ice at the camp.

One day will be for media and administrative things like going over travel plans and arrangements for families. The rest will spent learning systems and watching video, with time out for team-building activities ? perhaps some golf or a barbecue.

The Chicago Blackhawks have the most players invited with five, followed by the Pittsburgh Penguins with four and Boston, Los Angeles and Washington with three each.

The goalies are Luongo, who was the starter in the 2010 gold-medal game, as well as Carey Price, Mike Smith, Corey Crawford and Braden Holtby.

The other defencemen are Karl Alzner, Jay Bouwmeester, Mike Green, Dan Hamhuis, Travis Hamonic, Kristopher Letang, Marc Methot, Dion Phaneuf, Marc Staal and Marc-Edouard Vlasic.

The other forwards are Jeff Carter, Logan Couture, Matt Duchene, Chris Kunitz, Andrew Ladd, Milan Lucic, James Neal, Patrick Sharp, Jordan Staal and Martin St.Louis.

Notables not invited include 41-year-old goalie Martin Brodeur, who was at the four previous Olympics featuring NHL players beginning with Nagano, Japan in 1998, and Jarome Iginla, who skated in the last three Games.

The announcement by Hockey Canada came days after an agreement was reached to have NHL players participate at the Sochi Games.

Canada opens the Games on Feb. 13 against Norway.

EU adds Hezbollah's military wing to terrorism list

BRUSSELS (Reuters) - The European Union agreed on Monday to put the armed wing of Hezbollah on its terrorism blacklist, a move driven by concerns over the Lebanese militant group's involvement in a deadly bus bombing in Bulgaria and the Syrian war.

The powerful Lebanese Shi'ite movement, an ally of Iran, has attracted concern in Europe and around the world in recent months for its role in sending thousands of fighters to support Syrian President Bashar al-Assad's forces, helping turn the tide of Syria's two-year-old civil war.

Britain and the Netherlands have long pressed their EU peers to impose sanctions on the Shi'ite Muslim group, citing evidence it was behind an attack in the coastal Bulgarian city of Burgas a year ago that killed five Israelis and their driver.

Until now, many EU capitals had resisted lobbying from Washington and Israel to blacklist the group, warning such a move could fuel instability in Lebanon and in the Middle East.

Hezbollah, which functions as a political party that is part of the Lebanese government and as a militia with thousands of guerrillas under arms, rejected the EU's "aggressive and unjust decision which is not based on any proof or evidence".

EU states had taken a dangerous step at the behest of the United States and Israel, Hezbollah's staunchest foes, it said in a statement which described the declaration as "written by American hands, in Zionist ink".

Lebanese caretaker Foreign Minister Adnan Mansour said the decision was "hasty" and could lead to further sanctions against the movement that would complicate Lebanese politics.

"This will hinder Lebanese political life in the future, especially considering our sensitivities in Lebanon," he told Reuters. "We need to tighten bonds among Lebanese parties, rather than create additional problems."

The blacklisting opens the way for EU governments to freeze any assets Hezbollah's military wing may have in Europe.

"There's no question of accepting terrorist organizations in Europe," French Foreign Minister Laurent Fabius told reporters.

Dutch Foreign Minister Frans Timmermans said in a statement that the EU had taken an important step by "dealing with the military wing of Hezbollah, freezing its assets, hindering its fundraising and thereby limiting its capacity to act".

In the United States, Secretary of State John Kerry said Syria was an important factor behind the EU vote.

"A growing number of governments are recognizing Hezbollah as the dangerous and destabilizing terrorist organization that it is," he said.

QUESTIONING EFFECTIVENESS

By limiting the listing to the armed wing, the EU was trying to avoid damaging its relations with Lebanon's government, but the split may complicate its ability to enforce the decision in practical terms.

Hezbollah does not formally divide itself into armed and political wings, and Amal Saad Ghorayeb, who wrote a book on the group, said identifying who the ban would apply to will be difficult.

"It is a political, more than a judicial decision. It can't have any real, meaningful judicial implications," she said, adding it appeared to be a "a PR move" to hurt Hezbollah's international standing, more connected with events in Syria than with the case in Bulgaria.

Israel's deputy foreign minister Zeev Elkin welcomed the step, but said the entire group should have been targeted.

"We (Israel) worked hard, along with a number of countries in Europe, in order to bring the necessary materials and prove there was a basis for a legal decision," he told Israel Radio.

British Foreign Secretary William Hague sought to allay concerns about the practical impact of the decision, saying it would allow for better cooperation among European law enforcement officials in countering Hezbollah activities.

Hezbollah parliamentary member al-Walid Soukariah said the decision puts Europe "in confrontation with this segment of people in our region".

"This step won't affect Hezbollah or the resistance. The resistance is present on Lebanese territory and not in Europe. It is not a terrorist group to carry out terrorist attacks in Europe, which is forbidden by religion."

TRICKY RELATIONS

The Iran-backed movement, set up with the aim of fighting Israel after its invasion of Lebanon three decades ago, has dominated politics in Beirut in recent years.

In debating the blacklisting, many EU governments expressed concerns over maintaining Europe's relations with Lebanon. To soothe such worries, the ministers agreed to make a statement pledging to continue dialogue with all political groups.

"We also agreed that the delivery of legitimate financial transfers to Lebanon and delivery of assistance from the European Union and its member states will not be affected," the EU's foreign policy chief Catherine Ashton said.

Already on the EU blacklist are groups such as Hamas, the Palestinian Islamist movement that rules the Gaza Strip, and Turkey's Kurdish militant group PKK.

Their assets in Europe are frozen and they have no access to cash there, meaning they cannot raise money for their activities. Sanctions on Hezbollah go into effect this week.

Hezbollah denies any involvement in last July's attack in Bulgaria. The Bulgarian interior minister said last week Sofia had no doubt the group was behind it.

In support of its bid to impose sanctions, Britain has also cited a four-year jail sentence handed down by a Cypriot court in March to a Hezbollah member accused of plotting to attack Israeli interests on the island.

The decision also comes at a time of strained relations between the EU and Israel after Brussels pushed ahead with plans to bar EU financial aid to Israeli organizations operating in the occupied Palestinian territories.

EU foreign ministers held a video conference with Kerry who announced on Friday that Israel and the Palestinians had tentatively agreed to resume peace talks after three years.
