AP Source: Salary cap increases to $123 million

The NFL salary cap for the 2013 season will rise to $123 million from $120.6 million in 2012, an NFL Players Association official familiar with negotiations over the figure told The Associated Press on Thursday.

The official spoke to the AP on condition of anonymity because no formal announcement had been made.

The increase, which is larger than some in the NFL had anticipated, is a result of greater-than-expected revenues last season ? primarily from NFL Properties ? and a jump in projected league revenues, according to the official.

The league and the union work together to establish a cap number, based on parameters established under their collective bargaining agreement. The current 10-year CBA was signed in August 2011, ending the owners' lockout of the players.

One of the main areas of contention during that labor dispute was how to divide the more than $9 billion in annual league revenues, a figure that will keep rising, particularly once the NFL's new television contracts kick in for the 2014 season. Those additional revenues will be reflected in the salary cap for 2015, which is expected to see a more significant increase than the roughly 2 percent uptick from 2012 to 2013.

There was no salary cap in 2010, the final year of the old CBA. In 2011, the first year under the present deal, the figure was $120.375 million.

Over the next four seasons, from 2013-16, each of the NFL's 32 clubs will be required to spend an average of at least 89 percent of the salary cap in contract dollars, while overall league spending must average 95 percent in that span. That sort of minimum cash spending did not exist under the old CBA.

Another significant change under this agreement: owners and players divide types of revenues at different rates. Players receive 55 percent of revenue from the league's national TV and other media deals; 45 percent of licensing and national sponsorship deals, including NFL Properties; and 40 percent of local club revenues.

Gua Sha - Chinese Medicine and Alternative Medicine to Treat Sore ...

The high of going all-out during a workout and the results you see make you feel amazing?the achy or tight muscles that can also result? Not so much. And while foam rolling, heating and icing, and pain relievers can all help, sometimes modern cures aren't enough.

Traditional Chinese Medicine has been used for thousands of years to treat pretty much any ailment?and some of the remedies may help boost your fitness, TCM experts say. Here's the scoop on six treatments for active women.

RELATED: Wanna change an "ow" to "oh!"? Try these six unconventional ways to treat sore muscles.

1. Gua Sha

You can boost flexibility?key for improving range of motion so you can get the most out of your workouts?without stretching or yoga.

During gua sha, a practitioner lubricates the body with oils and then uses a round-edged instrument such as a Chinese soup spoon, a blunt bottle cap, or even an animal bone to firmly scrape the skin with repeated strokes. The treatment can be soothing or quite aggressive depending on the person performing it and intensity of the desired treatment; either way it results in small red or purple spots called ?sha,? which are actually subcutaneous blemishing, bruising, or broken capillaries based on how much pressure is used, and may take several days to weeks to disappear.

While generally performed over certain energy spots or ?meridians? over the entire body, gua sha can be used to treat specific areas as well. In addition to increasing flexibility, it can help relieve muscle tension and stiffness from a hard workout, says Lisa Alvarez, co-founder of Healing Foundations, an Oriental medicine practice. She adds that it also helps with other conditions caused by tight or sore muscles such as TMJ and tension headaches.

(AP) ? Beer lovers across the U.S. have accused Anheuser-Busch of watering down its Budweiser, Michelob and other brands, in class-action suits seeking millions in damages.

The suits, filed in Pennsylvania, California and other states, claim consumers have been cheated out of the alcohol content stated on labels. Budweiser and Michelob each boast of being 5 percent alcohol, while some "light" versions are said to be just over 4 percent.

The lawsuits are based on information from former employees at the company's 13 U.S. breweries, some in high-level plant positions, according to lead lawyer Josh Boxer of San Rafael, Calif.

"Our information comes from former employees at Anheuser-Busch, who have informed us that as a matter of corporate practice, all of their products mentioned (in the lawsuit) are watered down," Boxer said. "It's a simple cost-saving measure, and it's very significant."

The excess water is added just before bottling and cuts the stated alcohol content by 3 percent to 8 percent, he said.

Anheuser-Busch InBev called the claims "groundless" and said its beers fully comply with labeling laws.

"Our beers are in full compliance with all alcohol labeling laws. We proudly adhere to the highest standards in brewing our beers, which have made them the best-selling in the U.S. and the world," Peter Kraemer, vice president of brewing and supply, said in a statement.

The suit involves 10 Anheuser-Busch products: Budweiser, Bud Ice, Bud Light Platinum, Michelob, Michelob Ultra, Hurricane High Gravity Lager, King Cobra, Busch Ice, Natural Ice and Bud Light Lime.

Anheuser-Busch, based in St. Louis, Mo., merged with InBev in 2008 to form the world's largest alcohol producer, headquartered in Belgium. In 2011, the company produced 10 billion gallons of malt beverages, 3 billion of them in the U.S., and reported $22 billion in profits from that category, the lawsuit said.

According to the lawsuit, the company has sophisticated equipment that measures the alcohol content throughout the brewing process and is accurate to within one-hundredth of a percent. But after the merger, the company increasingly chose to dilute its popular brands of beer, the lawsuit alleged.

"Following the merger, AB vigorously accelerated the deceptive practices described below, sacrificing the quality products once produced by Anheuser-Busch in order to reduce costs," said the lead lawsuit, filed Friday in federal court in San Francisco on behalf of consumers in the lower 48 states.

Companion suits are being filed this week in Pennsylvania, New Jersey and elsewhere. Each seeks at least $5 million in damages.

The named Pennsylvania plaintiffs, Thomas and Gerald Greenberg of Ambler, said they buy six cases of the affected Anheuser-Busch products a month. They did not immediately return a message Tuesday, and Boxer would not elaborate on their purchases except to say the consumer-protection suit does not involve retailers or bar owners.

One of the California plaintiffs, Nina Giampaoli of Sonoma County, said she bought a six-pack of Budweiser every week for the past four years.

"I think it's wrong for huge corporations to lie to their loyal customers ? I really feel cheated. No matter what the product is, people should be able to rely on the information companies put on their labels," Giampaoli said in a news release issued by Boxer's law firm.

Bloomberg News first reported Tuesday on the lawsuits.

In a telephone interview with The Associated Press, Boxer said he has evidence to corroborate the former employees' allegations, but stopped short of saying the beers had been independently tested.

"AB (Anheuser-Busch) never intends for the malt beverage to possess the amount of alcohol that is stated on the label. As a result, AB's customers are overcharged for watered-down beer and AB is unjustly enriched by the additional volume it can sell," the lawsuit said.

Doing good is good for you: Volunteer adolescents enjoy healthier hearts

Feb. 25, 2013 ? Giving back through volunteering is good for your heart, even at a young age, according to University of British Columbia researchers.

For their study, published February 25 in the journal JAMA Pediatrics, researchers from UBC's Faculty of Education and Department of Psychology wanted to find out how volunteering might impact physical health among adolescents.

"It was encouraging to see how a social intervention to support members of the community also improved the health of adolescents," says Hannah Schreier, who conducted this research during her doctoral studies at UBC.

Researchers split 106 Grade 10 students from an urban, inner-city Vancouver high school into two groups -- a group that volunteered regularly for 10 weeks and a group that was wait-listed for volunteer activities. The researchers measured the students' body mass index (BMI), inflammation and cholesterol levels before and after the study. They also assessed the students' self-esteem, mental health, mood, and empathy.

The volunteer group of students spent one hour per week working with elementary school children in after-school programs in their neighborhood. After 10 weeks they had lower levels of inflammation and cholesterol and lower BMIs than the students who were wait-listed.

"The volunteers who reported the greatest increases in empathy, altruistic behaviour and mental health were the ones who also saw the greatest improvements in their cardiovascular health," says Schreier, now a postdoctoral fellow at the Icahn School of Medicine at Mount Sinai in New York.

Cardiovascular disease is one of the leading causes of mortality in Canada and the United States. The first signs of the disease can begin to appear during adolescence. Previous studies show that psychosocial factors, such as stress, depression and wellbeing, play a role in the disease.

Indiana Senate backs requiring ultrasound for "abortion pill" use

INDIANAPOLIS (Reuters) - The Indiana state Senate on Tuesday approved Republican-backed legislation to require women seeking to end pregnancies through use of the so-called abortion pill to have an ultrasound examination.

If it becomes law, the proposal would make Indiana the ninth state to require an ultrasound prior to an abortion, according to the Guttmacher Institute, a research group that supports abortion rights.

Senators voted 33 to 16 to approve the measure, advancing it for consideration by the state House of Representatives, which like the Senate is controlled by a Republican super-majority.

Republican Governor Mike Pence, a former U.S. congressman who strongly opposes abortion and championed federal attempts to cut off funding for abortion provider Planned Parenthood, is expected to sign the bill into law if it reaches his desk.

The bill, as first introduced by Republican state Senator Travis Holdman, would have required two ultrasounds before a woman could obtain a prescription for the abortion pill, officially known as RU486. It was amended to allow the doctor providing the drug to decide if a second exam was needed.

"It is a matter of the mother's health," said Holdman. It is dangerous to administer RU486 in some cases, such as if the fertilized egg implants outside the womb of the woman.

The bill as passed also would require clinics where RU486 medication is dispensed to meet the same standards as a facility that performs surgical abortions, a provision opponents said could force an Indiana clinic to close.

The two-pill abortion medication called RU486 has been legally available in the United States since 2000. By 2008 it accounted for about one-fourth of U.S. abortions performed before nine weeks of gestation, according to the Guttmacher Institute.

As approved by the Food and Drug Administration, the two drugs - mifepristone and misoprostol - are dispensed by prescription directly from a physician. They are not available in pharmacies. The medication is generally prescribed for ending pregnancies of less than eight weeks.

Opponents of the bill said it would effectively require women seeking an RU486 prescription to undergo an invasive transvaginal ultrasound probe, because that is the only exam capable of providing the information mandated by the bill during early stages of pregnancy.

The bill language does not specify the type of ultrasound required, and Holdman said a normal ultrasound would suffice.

Planned Parenthood of Indiana President Betty Cockrum said the new licensing requirements could force a Lafayette, Indiana, clinic that provides non-surgical abortion services to close.

"It's politics, pure and simple," Cockrum said, adding that requiring the clinic to meet surgical standards would not improve patient safety.

Olympus confirms that Sony is now its largest shareholder

Olympus confirms that Sony is now its largest shareholder

Sony got a stake in Olympus' future when it made a $645 million investment into the troubled camera firm last September, getting a board representative and a controlling share of a medical imaging project. As of this weekend, however, the foot is that much further in the door: it's now Olympus' largest shareholder. A share transfer promised alongside the investment, and officially completed on the 22nd, has boosted Sony's stake from 4.7 percent to just under 11.5 percent. The share switch doesn't give Sony enough influence to dictate Olympus' day-to-day affairs, but Sony won't have to do as much to rally support if it wants action. Olympus isn't in the best position to kick such a large investor to the curb, either. We'd expect the company to at least listen more closely to what its major funding source has to say.

Ultrasound reveals autism risk at birth, study finds

Feb. 25, 2013 ? Low-birth-weight babies with a particular brain abnormality are at greater risk for autism, according to a new study that could provide doctors a signpost for early detection of the still poorly understood disorder.

Led by Michigan State University, the study found that low-birth-weight newborns were seven times more likely to be diagnosed with autism later in life if an ultrasound taken just after birth showed they had enlarged ventricles, cavities in the brain that store spinal fluid. The results appear in the Journal of Pediatrics.

"For many years there's been a lot of controversy about whether vaccinations or environmental factors influence the development of autism, and there's always the question of at what age a child begins to develop the disorder," said lead author Tammy Movsas, clinical assistant professor of pediatrics at MSU and medical director of the Midland County Department of Public Health.

"What this study shows us is that an ultrasound scan within the first few days of life may already be able to detect brain abnormalities that indicate a higher risk of developing autism."

Movsas and colleagues reached that conclusion by analyzing data from a cohort of 1,105 low-birth-weight infants born in the mid-1980s. The babies had cranial ultrasounds just after birth so the researchers could look for relationships between brain abnormalities in infancy and health disorders that showed up later. Participants also were screened for autism when they were 16 years old, and a subset of them had a more rigorous test at 21, which turned up 14 positive diagnoses.

Ventricular enlargement is found more often in premature babies and may indicate loss of a type of brain tissue called white matter.

"This study suggests further research is needed to better understand what it is about loss of white matter that interferes with the neurological processes that determine autism," said co-author Nigel Paneth, an MSU epidemiologist who helped organize the cohort. "This is an important clue to the underlying brain issues in autism."

Prior studies have shown an increased rate of autism in low-birth-weight and premature babies, and earlier research by Movsas and Paneth found a modest increase in symptoms among autistic children born early or late.

The study was supported by a grant from the National Institutes of Health.

SONY KILLED JESUS

From AZCENTRAL:

The Jacksons believe their brother Michael Jackson was persecuted like Jesus. Speaking to The Guardian newspaper, Jermaine said: "God blessed him because he knew what Michael was going to do with his talent. He was a voice for children who were starving, and he brought the world sing like 'We Are The World', 'Heal The World' and 'Man In The Mirror'. Everything he did was for the betterment of mankind. Look what Jesus did when he walked the earth. He did all those miracles and they still found a way to nail him up on that cross."

The four brothers went on to allege Dr. Conrad Murray - who is currently serving jail time for involuntary manslaughter for his part in Michael's death from Propofol intoxication in June 2009 - was a stooge of his record company Sony and they believe the label deliberately orchestrated his downfall by planting allegations of child molestation in the media. The 'Thriller' singer bought a 50 per cent stake in Sony/ATV in 1985 and his siblings have a "conspiracy theory" that the label wanted to diminish his popularity and power to wrestle control of the valuable catalogue of songs back from Michael.

Jermaine accusingly said: "Bottom line? They killed him. The doctor was just a figure in a bigger hand."

He wasn't the Messiah he was a person with a lot of issues who sang pop songs and danced a bit. If he didn't want to be accused of child abuse he shouldn't have slept with children.

Vatican blasts media for influencing election with 'false' reports

VATICAN CITY (AP) ? The Vatican lashed out Saturday at the media for what it said has been a run of defamatory and false reports before the conclave to elect Pope Benedict XVI's successor, saying they were an attempt to influence the election.

Italian newspapers have been rife with unsourced reports in recent days about the contents of a secret dossier prepared for the pope by three cardinals who investigated the origins of the 2012 scandal over leaked Vatican documents.

The reports have suggested the revelations in the dossier, given to Benedict in December, were a factor in his decision to resign. The pope himself has said merely that he doesn't have the "strength of mind and body" to carry on and would resign Feb. 28.

On Saturday, a day before Benedict's final Sunday blessing in St. Peter's Square, the Vatican secretariat of state said the Catholic Church has for centuries insisted on the independence of its cardinals to freely elect their pope ? a reference to episodes in the past when kings and emperors vetoed papal contenders or prevented cardinals from voting outright.

"If in the past, the so-called powers, i.e., States, exerted pressures on the election of the pope, today there is an attempt to do this through public opinion that is often based on judgments that do not typically capture the spiritual aspect of the moment that the church is living," the statement said.

"It is deplorable that as we draw closer to the time of the beginning of the conclave ... that there be a widespread distribution of often unverified, unverifiable or completely false news stories that cause serious damage to persons and institutions."

Vatican spokesman the Rev. Federico Lombardi was asked how specifically the media was trying to influence the outcome; Lombardi didn't respond directly, saying only that the reports have tended to paint the Curia in a negative light "beyond the considerations and serene evaluations" of problems that cardinals might discuss before the conclave.

Some Vatican watchers have speculated that because the Vatican bureaucracy is heavily Italian, cardinals might be persuaded to elect a non-Italian, non-Vatican-based cardinal as pope to try to impose some reform on the Curia.

While Lombardi has said the reports "do not correspond to reality," the pope and some of his closest collaborators have recently denounced the dysfunction in the Apostolic Palace.

Cardinal Gianfranco Ravasi, for example, criticized the "divisions, dissent, careerism, jealousies" that afflict the Vatican bureaucracy. He made the comments Friday, the penultimate day of the Vatican's weeklong spiritual exercises that were attended by the pope and other officials. Ravasi, himself a papal contender, was chosen by Benedict to deliver daily meditations and on Saturday Benedict praised him for his "brilliant" work.

The divisions Ravasi spoke of were exposed by the documents taken from the pope's study by his butler and then leaked by a journalist. The documents revealed the petty wrangling, corruption and cronyism and even allegations of a gay plot at the highest levels of the Catholic Church.

The three cardinals who investigated the theft had wide-ranging powers to interview even cardinals to get to the bottom of the dynamics within the Curia that resulted in the gravest Vatican security breach in modern times.

Benedict too has made reference to the divisions in recent days, deploring in his final Mass as pope on Ash Wednesday how the church is often "defiled" by attacks and divisions from within. Last Sunday, he urged its members to overcome "pride and egoism."

On Saturday, in his final comments to the Curia, Benedict lamented the "evil, suffering and corruption" that have defaced God's creation. But he also thanked the Vatican bureaucrats for having helped him "bear the burden" of his ministry with their work, love and faith these past eight years.

The Vatican's attack on the media echoed its response to previous scandals, where it has tended not to address the underlying content of accusations, but has diverted attention away. During the 2010 explosion of sex abuse scandals, the Vatican accused the media of trying to attack the pope; during the 2012 leaks scandal, it accused the media of sensationalism without addressing the content of the leaked documents.

Slight warming could mean big permafrost thaw, say scientists

A study of Siberian caves suggests that a rise of only 2.7 degrees Fahrenheit could melt vast areas of permafrost, which would in turn accelerate warming.

Ancient records from icy caves in Siberia show that a small amount of global warming can thaw vast areas of frozen ground and release harmful stores of greenhouse gases, a study showed.

Any melt of permafrost, or permanently frozen soil that covers almost a quarter of the northern hemisphere from Alaska to China, can also destabilise everything from oil and gas pipelines to buildings and roads.

"Global climates only slightly warmer than today are sufficient to thaw significant regions of permafrost," experts in Britain, Russia, Switzerland and Mongolia wrote in Friday's edition of the journal Science after studying Siberian caves.

A global rise of 1.5 degrees Celsius (2.7F) above late 19th century temperatures - less than a 2.0 C (3.6F) ceiling for global warming set in 2009 by almost 200 nations - could bring a substantial thaw as far north as 60 degrees latitude, they said.

Sixty degrees girdles the world through Siberia, Nordic nations, the southern tip of Greenland, Canada and south Alaska. U.N. studies show that temperatures have already risen by about 0.7 degree C (1.4F) since the 19th century and are still rising.

The scientists studied caves in Siberia and found a 500,000-year record of stalactites and stalagmites, rocks which only grow when water drips and so show periods when permafrost melted.

Deep freeze

In the cave furthest north at 60 degrees latitude, near the Siberian town of Lensk, they discovered that stalactites last grew 400,000 years ago in a naturally warm period.

Ancient records from elsewhere in the world, such as growth of forests in Greenland or Pacific Ocean temperatures inferred from fossils, indicated that global temperatures at the time were about 1.5 degree Celsius above 19th century levels.

"We need to study more caves, further north in Siberia," Anton Vaks, lead author of the study at Oxford University in Britain, told Reuters. He said there were worrying implications for the stability of infrastructure and global warming.

The United Nations Environment Programme (UNEP) estimates that permafrost contains about 1,700 billion tonnes of heat-trapping carbon, or twice the amount in the atmosphere.

A UNEP report said in December that permafrost had already begun to thaw in some areas and could release between 43 and 135 billion tonnes of carbon dioxide, the main greenhouse gas, by 2100.

Almost 200 nations agreed to the 2.0C limit on global temperatures above pre-industrial times - comparable to late 19th century temperatures - to avert more floods, storms and rising sea levels.

More than 100 poor nations want a tougher ceiling of 1.5 C. But it is slipping out of reach because greenhouse gas emissions are rising, especially in emerging nations led by China and India, while some rich nations are not making promised cuts.

The study also showed that the Gobi desert in Mongolia and China was likely to become wetter if temperatures rose by 1.5 C - stalactites in caves there also grew in ancient warm periods, indicating more rainfall.

A 1.5 C warming is "expected to dramatically change the environment of continental Asia, and can potentially lead to substantial release of carbon trapped in the permafrost into the atmosphere," the study said.

Kremlin waits for US probe in Russian boy's death

MOSCOW (AP) ? Moscow should "temper emotions" over the death of a Russian boy adopted by an American family, President Vladimir Putin's spokesman said Friday after the U.S. ambassador urged Russian authorities and the media to stop their "sensational exploitations" of the case.

Spokesman Dmitry Peskov said the harsh statements by Russian officials and lawmakers were driven by the "zero tolerance" of Russians to the deaths of children adopted by Americans. Still, he acknowledged it's too early to know the cause of the Jan. 21 death of 3-year-old Max Shatto, born Maxim Kuzmin, in West Texas.

"I think it's necessary to temper emotions a bit," Peskov said on independent Rain TV. "One thing is obvious and undisputable: bruises were found on the child's body. We hope that forensic experts will determine their origin."

The medical examiner's office in West Texas has not officially pronounced the cause of death and presented only early results, but its report of bruises on Max's body ? although their origin has not been established ? has prompted some Russians to jump to conclusions.

Russian children's rights ombudsman Pavel Astakhov branded the death as a "killing" by his adoptive American mother, Laura Shatto. The State Duma's petition to the U.S. Congress on Friday said the death is "connected to the fact of violence" by the Shattos.

The Russian theory that the boy was killed has topped the news on state-controlled media, which have been using the case to justify Russia's Dec. 28 move to ban all adoptions by Americans. The ban sparked criticism abroad and a protest rally in Moscow.

U.S. Ambassador Michael McFaul said he was "troubled by how my people and my country are being portrayed by some in the Russian press."

"It is time for sensational exploitations of human tragedy to end and for professional work between our two countries to grow, on this issue and many others," he wrote in a blog post Friday.

Texas authorities said this week that Max's adoptive mother told them that Max and his half-brother were playing outside the family's home near Odessa, Texas. Shatto said she came out and found the boy unconscious on the ground.

Shirley Standefer, the chief investigator for the Ector County Medical Examiner's Office, said there were signs of bruising on Max's lower abdominal area, but added that a full autopsy would be needed to determine what kind of bruising that was. Authorities also have not received a toxicology report that would have details on whether Max was being given any medication.

The Texas Child Protective Services spokesman said that they had received allegations of physical abuse and neglect, but had not determined whether those allegations were true.

Russia's state-controlled Rossiya TV channel aired a live talk show Thursday featuring the biological mother of the boy, Yulia Kuzmina, who lost parental custody for Max and his half-brother Kirill Kuzmin over negligence and serious drinking problems.

In a tightly choreographed interview, Kuzmina insisted that Russian custody officials took advantage of her absence from her hometown to seize her children. The program's host Mikhail Zelenin introduced Kuzmina as "mourning for Maxim and hoping to get Kirill back." The experts commenting on the case were largely Kremlin loyalists, including author Maria Arbatova, who insisted that Kuzmina's children were "stolen" from their mother.

Kuzmina said she gave up drinking, had found a job and pledged to fight to get back Kirill.

Valentina Chernova from the children's welfare office said on the talk show that Kuzmina was stripped of custody for drinking bouts during her pregnancy and her negligence with her first-born.

The RIA Novosti and Interfax news agencies reported Friday that Kuzmina and her boyfriend, who were traveling Thursday night from Moscow to their home town, were taken off the train by police after a drunken brawl.

Peskov said a court will "take into account all the information about what kind of mother she is."

US Army general facing sex charges adding lawyers

FORT BRAGG, N.C. (AP) ? A U.S. Army general charged with sexual misconduct plans to add civilian lawyers to his legal team after expressing concern his military lawyers feared their careers would be harmed by defending him.

Brig. Gen. Jeffrey Sinclair appeared in court Thursday for a hearing on pre-trial motions. Sinclair faces court martial in June on charges that include forcible sodomy, indecent acts, violating orders and adultery. He has thus far deferred entering a plea.

Military judge Col. James Pohl asked Sinclair Thursday about an e-mail the general sent to the head of the Army's legal branch suggesting the three lawyers assigned to defend him feared retaliation. At a past hearing, the defense has suggested they may call some of the Army's top generals as witnesses in the case.

"I had a belief, I was concerned," Sinclair told the judge. He then added that he felt his military lawyers would defend him to the utmost of their ability, but that he still wished to add four civilian lawyers from the firm Montgomery McCracken, based in New York and Philadelphia.

On Thursday, Pohl denied an earlier motion from the defense to disqualify prosecutors over privileged emails erroneously sent to them by criminal investigators. The messages included exchanges between Sinclair and his lawyers, his wife and with a family friend who is an ordained minister.

Other pre-trial motions in the case are due Friday. The Army has thus far rebuffed public records requests from The Associated Press for copies of all motions filed in the case by either the prosecution or defense.

A 27-year Army veteran, Sinclair faces life in prison if convicted on the most serious offenses. It's rare for an Army general to face court-martial. There have been only two cases in recent years.

More commanders have lost their posts over sex. Of the 18 generals and admirals, from one star to four stars, fired in recent years, 10 lost their jobs because of sex-related offenses.

That tally does not include retired Army general David Petraeus, who was forced to resign as CIA director in November after he admitted to an affair with the woman who wrote the biography of his military career.

The investigation of Petraeus also ensnared Marine Gen. John Allen, the commander of U.S. forces in Afghanistan, over thousands of flirty emails he exchanged with a Tampa, Fla., socialite. The Pentagon later cleared Allen of inappropriate conduct, but he announced earlier this week he would retire rather than take command of NATO forces in Europe, as had been scheduled.

At an evidentiary hearing for Sinclair in November, prosecutors presented testimony about his conduct with five women who were not his wife, including officers who served under his direct command. The charges involve activities when he was in Afghanistan, Iraq, Germany and at installations in the United States.

Sinclair was deputy commander in charge of logistics and support for the 82nd Airborne Division in Afghanistan before being relieved in May during the criminal investigation. He has been on special assignment since then at Fort Bragg in North Carolina.

The female captain at the heart of the case said she carried on a three-year sexual relationship with Sinclair, a father of two. Adultery is a crime under military law, and the admission could end her career.

She testified at the evidentiary hearing that she repeatedly tried to break off the affair with Sinclair, who she says threatened to kill her and her family if she told anyone about their frequent sexual liaisons in hotels, headquarters and war zones.

The woman said she usually wanted to have sex with the general, though she said that on two occasions he exposed himself and physically forced her to perform oral sex, even as she sobbed.

The Associated Press does not publicly identify victims of alleged sexual assaults.

Two other female officers who served with Sinclair also testified that they had given the general nude photos at his request.

Sinclair is also accused of possessing alcohol in a war zone and disobeying orders. Maj. Gen. James Huggins, Sinclair's superior officer in Afghanistan, testified he ordered Sinclair to cease contact with the female captain after she reported the affair. Sinclair is alleged to have willfully disobeyed that order by then calling the woman's phone.

Sinclair has not yet spoken publicly about the charges against him. At the pretrial hearing, his defense lawyers conceded the affair with the female captain, while working to paint her as a liar trying to ruin the general's life and military reputation. During the hearings, they characterized her as a manipulative "back-stabber" who blamed others for her mistakes.

The general's wife, Rebecca Sinclair, has stayed away from court but went public with an opinion piece in The Washington Post. In that column, she said she was not condoning her husband's infidelity, but she said that a decade of war had taken a toll on military couples and brought pressure on their marriages.

In an interview with The Associated Press, Rebecca Sinclair said her husband called her last spring to tell her about the affair and allegations, and she said they were trying to mend their relationship.

Newly Published Einstein Writings Show the Prehistory of His Debates with Niels Bohr [Guest Blog]

For physicists trying to make sense of quantum mechanics, Albert Einstein?s thinking remains highly relevant. ?This guy saw more deeply and more quickly into the problems that plague us today,? one quantum physicist told me. The latest volume of the Collected Papers of Albert Einstein, which contains Einstein?s publications, draft papers, letters, and scribblings from January 1922 through March 1923, shows that his deep concerns with the quantum predated his well-known duels with Niels Bohr and played a major role in shaping the emerging theory. Many of these writings have not been made public before. I?ve invited Tilman Sauer of Caltech, a senior editor at the Einstein Papers Project, to describe some of the new things that have turned up. ?George Musser

Albert Einstein and Niels Bohr famously clashed in the late 1920s and early 1930s over the interpretation of quantum mechanics and the phenomenon we now call quantum entanglement. However, Einstein had already been probing quantum mechanics for many years, both theoretically and experimentally. He proposed not only thought experiments but also real experiments that, when conducted, were crucial in shaping physicists? understanding of the emerging theory. Details of Einstein?s ideas and new insights into his involvement with quantum theory come to light in the course of our work on his papers.

Bohr had postulated that electrons move around atomic nuclei only in certain stationary orbits, and that they send off radiation only when they fell from one such orbit to another one of lower energy. Equating the energy of the emitted light to the energy difference of the two orbits, he was able to explain the spectrum of hydrogen. It was a spectacular breakthrough. But despite their empirical success, Bohr?s postulates challenged basic tenets of classical electrodynamics. Everybody was puzzled. Bohr had opened the door to a world of mystery and surprise.

Einstein, too, was challenged and provoked by Bohr?s bold theory. Himself a founding father of the early quantum theory and author of the light quantum hypothesis, he sensed that here was a problem that could not be reconciled with classical concepts and imperatively required new ideas and approaches.

In late 1921, Einstein devised what he thought would be a crucial experiment to determine the nature of the light emission process. When electrons move from one orbit to the next, is light emitted by atoms sent out instantaneously, as a quantum, or gradually, as a continuous wave? He proposed studying the process using so-called canal rays, which are particles accelerated by a voltage in a glass tube; they stream through pores (?canals?) in the cathode of the tube. After passing through the cathode, they may reneutralize or not, but in any case can send out light (by Bohr?s mechanism of electrons jumping to a lower energy orbit). The light is shifted in frequency because of the Doppler effect, indicating that the light-emitting particles are moving fast.

If you send light produced in this way through a dispersive medium, Einstein predicted, the wave fronts should be deflected if the emission process were classical. When Hans Geiger and Walther Bothe conducted the experiment, using carbon disulfide gas as the medium, they saw no such deflection. Einstein took this as evidence that light is emitted as a particle rather than as a wave. But as the new volume of Einstein?s Collected Papers makes clear, Einstein had made a mistake. As was pointed out to him by his friend Paul Ehrenfest (shown in the photo above with his son and Einstein), his analysis was flawed. He had not distinguished correctly between group velocity and phase velocity. When you correct for this, neither of the two theoretical alternatives results in a deflection. Retracting his original manuscript, Einstein graciously published an analysis of classical wave propagation through dispersive media, so others would not run into the same trap.

But he did not let up. Again and again, he devised experiments designed to shed light on the choice between quantum and classical concepts. Some ideas were short-lived, others were being put to the test. Ehrenfest was fascinated. He dreamed of locking Einstein and Bohr together in a room to fight it out, thus anticipating the famous debates between the two about the Copenhagen interpretation a few years later at the 1927 Solvay conference.

Indeed, in the early 1920, Einstein examined most matters in light of the quantum question. Few others probed as deeply as he did. Take superconductivity. The mysterious complete and sudden loss of electric resistivity at liquid helium temperatures had first been observed only some 10 years earlier in Leyden for the case of mercury, and until 1923 it was only in Leyden that Kamerlingh Onnes had the facilities to produce the phenomenon. Einstein hypothesized that the charge current in superconductors is produced by electrons moving on chains of Bohr orbits without emitting radiation. In superconducting metals, atoms are aligned in such a way that their orbits tangentially osculate each other, thus allowing electrons to pass smoothly from one atom?s orbit to the next. If that were so, he reasoned, interfaces between different metals should not be superconducting. It was a clever idea. But when Onnes performed the experiment and found superconductivity in a ring consisting of alternating pieces of lead and tin, Einstein sighed: ?Yet another glimmer of hope for understanding is dashed.?

In Frankfurt at the same time, Otto Stern and Walther Gerlach were sending silver atoms through a strong, inhomogeneous magnetic field in order to see whether they carried a magnetic momentum and, if so, whether that momentum was quantized in space, as quantum theory postulated. They found that the beam of silver atoms split into two rays, corresponding to two different possibilities of aligning their magnetic momentum in the magnetic field. When Einstein and Ehrenfest discussed the experiment during one of Einstein?s visits to Leyden, they immediately realized that the Stern-Gerlach experiment cannot be explained classically. They did a little calculation (the photo at left shows an excerpt from Ehrenfest?s notes) estimating how long it would take a silver atom to align in a magnetic field by classical emission of radiation through Larmor rotation. They found that this would take 100 years, as compared to the few microseconds that the atoms had available during their time of flight. Confronted with the first example of a genuine quantum measurement process, Einstein and Ehrenfest immediately realized the fundamental puzzle of what later became a textbook example of the wavefunction collapse.

The Einstein Papers Project aims at making accessible Einstein?s writings and correspondence in a carefully annotated, scholarly edition. The editorial project builds on the Albert Einstein Archives, an archival collection of his published and unpublished writings and extensive correspondence deposited at the Hebrew University of Jerusalem. A catalogue of the collection is accessible in a database with more than 80,000 records and many facsimiles. The editorial project is organized chronologically. With the latest volume, the published series now covers Einstein?s life and work up to his 44th birthday. Who knows what other nuggets of insight will turn up in the volumes to come?

Squeaking through

Hotspur waited until the death, but they got what they came for in France.

Mousa Demb?l??s 90th-minute goal put the North London club through to the Europa Cup round of 16. The description on UEFA.com is magical: ?Demb?l? (Tottenham) scores! With time running out, the cultured midfielder buries the ball in the far corner with a thunderous low shot from 25 metres out on the left.?

For nearly the entire game, it looked as though Lyon would advance. In the 17th minute, Maxime Gonalons put the French side up 1-0 and evened the home-and-home 2-2 on aggregate. Lyon, however, led, thanks to the away goal it scored in the previous match.

But Tottenham kept on fighting. Clint Dempsey came on in the 66th minute for Aaron Lennon and nearly equalized himself but blasted a header over the crossbar. Twenty-four minutes later, his teammate would make amends.

Tottenham will meet Inter Milan in the round of 16.

The trip to the Continent wasn?t all good, however, as a group of Tottenham fans were attacked in Lyon the night before the match. Roughly 50 assailants threw chairs and made Nazi salutes after breaking into a Spurs supporters party. Stay classy, Europe.

And here?s a link to a gif of Brad Friedel trolling the Lyon faithful because why not?

3 die in shooting, fiery crash on Las Vegas Strip

LAS VEGAS (Reuters) - Three people died in the heart of the Las Vegas Strip early on Thursday when one or more gunmen in a Range Rover sport utility vehicle opened fire on a Maserati, killing the driver and touching off a fiery multi-car crash.

The driver of the Maserati died in the pre-dawn shooting, and his car veered out of control and smashed into a taxi carrying two people, Las Vegas Metropolitan Police spokesman Officer Jose Hernandez said.

The cab exploded into flames in the intersection of Las Vegas Boulevard and Flamingo Road, a popular tourist area in front of several casino resorts, killing the driver and a passenger.

"There was a loud bang and I hear two other booms. I looked out my window at Caesars Palace ... and could see the fireball," witness John Lamb was quoted as saying on the website of Las Vegas KLAS-TV's 8News Now.

The gunfire and collision in the busy intersection near the Bellagio and Caesars Palace hotels triggered another crash involving four other vehicles. At least four people were hurt including a passenger in the Maserati, and the Range Rover sped from the scene, Hernandez said.

Authorities declined to identify any of the victims but the Las Vegas Review Journal newspaper and KLAS-TV identified the driver of the Maserati as aspiring rapper Kenneth Cherry Jr. YouTube videos of his music show him rapping from a silver Maserati while cruising the Las Vegas Strip.

Attorney Vicki Greco, who has represented Cherry for what she described as minor traffic issues and in a civil case, told Reuters she had been in touch with his family and friends and that they were "devastated" by the news that he had been killed.

"I have not been to the coroner ... From what I have heard, Yes, I can confirm. But I haven't been officially notified," Greco said, adding she believed it was him from news photos that showed the car.

'ARMED AND DANGEROUS'

Police said the shooting was believed to have stemmed from a fight in the valet area of the Aria Resort and Casino on the Strip, but investigators had not established a motive.

Representatives for MGM Resorts International, which owns the Aria, declined to comment on specifics of the incident but said it was working closely with police on the investigation.

A hospital spokeswoman said three people had been treated and released at University Medical Center after the incident but declined to provide information about a fourth person.

Clark County Sheriff Douglas Gillespie told a news conference that police had few leads on the Range Rover or its occupants, who were considered "armed and dangerous," but had launched a multi-state search and were seeking help from the public.

The sheriff bristled at suggestions that the outburst of gun violence could call into question the safety of the Strip, which attracts millions of visitors every year.

"I have been asked by many of you this morning, ?Is the Las Vegas Strip safe?'" Gillespie said. "Yes it is."

"Las Vegas is a valley of 2 million people. Forty million tourists visit here a year. We have 153,000 hotel rooms. In order for my police organization and other law enforcement organizations in the valley to keep this community safe, we have to work very closely not only with the community but the resort corridor as well," he said.

The incident occurred near to where rapper Tupac Shakur was shot on September 7, 1996, while riding in a BMW with Death Row Records co-founder Marion "Suge" Knight after the two men had attended a Mike Tyson boxing match.

Shakur, 25, was hit by gunfire from at least one assailant in a Cadillac while sitting in Knight's car at the intersection of Flamingo Road and Koval Lane and died six days later at University Medical Center. The crime remains unsolved.

Experts lambast results of US$2 million National Drug Use Survey thumbnail

A survey published by the United Nations Office on Drugs and Crime (UNODC) and Maldivian National Drug Agency (NDA) has claimed there are 7496 drug users in the Maldives.

According to the findings of the nationwide survey, 6.64 percent of people aged 15-64 in Mal? and 2.02 percent in the atolls are currently using drugs, with the highest proportion of drug users aged between 15 and 19 years old.

The study also sought to determine drug use patterns, assess behavioral characteristics, and identify ?community knowledge, attitudes and perceptions towards the drug problem?.

According to the study, being unmarried is considered a ?risky behavior among drug users?.

Non-governmental organisations (NGOs), community based organisations (CBOs), and other stakeholders were also found to ?heavily emphasise law enforcement and faith-based value systems,? as opposed to treatment and rehabilitation.

?A strong endorsement of Sharia?h law was apparent. In words of a key stakeholder, ?Treatment alone will not yield results. It must be in conjunction with proper punishment?,? the report stated.

The survey findings also ?confirmed that drug use in Maldives is predominantly a male phenomenon? and claimed the most common drugs are hash oil and brown-sugar (a heroin derivative) ? known locally as theyo and hakaru, respectively.

However, key populations such as those in jail, women, and users of ?party drugs? were left out of the survey.

Controversial findings

Informed sources who participated in the survey process have expressed serious concerns about the ?flawed methodology? of the data collection process, which they claimed had produced a final report that inaccurately and grossly underestimates drug use in the Maldives.

The number of drug users reported by the survey was extremely low compared to the number of actual users, the sources said, which previous studies had found ranged between 20,000 and 30,000 people.

?The methodologies used are flawed and do not work in the Maldivian context because of social stigmas surrounding drug use. There was no effort to develop a methodology that would be appropriate for this country context,? said a source.

The enumerators used to conduct interviews for the survey were ?very young, inexperienced kids? while those with ?extensive experience? in drug abuse prevention and with surveying were marginalised, sources claimed.

?No one in the Maldives will openly admit ?I?m a drug user? ? it?s seen as a moral issue because of religious beliefs,? the sources stated.

?The survey team was getting zero numbers from some atolls. But they insisted they were using a scientific methodology and this would be corrected at a later date,? the sources explained.

?All these young people who just finished school who were used as supervisors, they were useless,? the sources alleged.

?Teenage interviewers would go to houses and ask elders if there were any drug users in the household, and of course they said no. Additionally, drug users are also very manipulative,? the sources said.

Production of the report involved 50 enumerators surveying 3500 households, 762 people, and 72 focus group discussions.

?The incentives used ? 20 MVR for completing a questionnaire ? targeted heroin users only. Additionally, 80 percent of incarcerated population uses drugs and they were not included in this survey,? informed sources stated.

?Furthermore, the differentiation between male and female addicts, and the exclusion of women from the survey, is not something normally done,? the sources added.

The sources claimed the National Drug Agency (NDA) was informed about the methodological flaws, however no action was taken to correct the problem. ?Moreover the NDA did not set policy standards or engage in oversight and instead conduct implementation without any monitoring, they claimed.

?When this survey started two years ago, the government was informed about all these problems, but they did not give a damn about this. The purpose of all this manipulation is for political reasons. They want to show the public that the [drug abuse] problem is improving,? the sources alleged.

?The government should know what they are doing in this sector. They should know better than to use drug addiction as a political tool,? the sources stated.

Flawed findings

Expert sources involved in the survey process had strong negative reactions to many of the report?s findings.

?Being unmarried is not a risky behavior related to drug use. How did they come to this conclusion? It?s crazy!? said one informed source.

?NGOs, CBOs, and stakeholders are not in favor of punishment over treatment. NGOs changed the law to have drug abuse recognised as a disease,? they said.

New trends in drug use were excluded from the report?s focus as well.

?There are drugs that are not even mentioned in this survey coming in now, like meth, and most of the party drugs are available in the Maldives now, such as speed, ecstasy, and LSD.

?Older users are going for the heroin, while youth that are to use hashish oil are now also going for party drugs,? the sources explained.

More harm than good

The survey?s findings were ?commendable?, said National Drug Agency Chairperson and State Minister for Health, Uza Lubna Mohammed Zahir Hussain, in the report?s foreword.

?The information provided by this survey without a doubt contributes to a better understanding of the nature and extent of the impact of drug abuse and this understanding will help decision makers to identify appropriate strategies to combat the problem of drug abuse in the Maldives,? Lubna stated.

However, the informed sources were distraught by the possible ramifications of the report?s ?flawed? findings.

?Future plans, policies, and interventions will be designed based on this survey, which is not accurate. We know very clearly the results are wrong,? they said.

?Now for another 10 years there will not be enough funds for drug prevention and treatment. Donors will refer to the survey and think the Maldives doesn?t need any prevention or treatment programs, because the reported prevalence rate is so low,? said sources.

For example, expert sources explained there was only one rehabilitation center in the Maldives and that it is ?inappropriate? for the Maldivian context, as well as understaffed. No experts in drug abuse treatment staffed the rehabilitation centre, the NDA or Health Ministry, they added.

?The NDA is running the rehab center, which employs a behavior-based program for heroin users. It doesn?t work for other types of addicts and there is no oversight. There are no beds and all the toilets are broken.

?There was a marijuana user sent for treatment. Every other day he tried to swim away from the rehab island and nearly drowned because he has ?mental problems. The program didn?t match his needs,? sources stated.

Sources explained there were numerous such problems which will now be greatly exaggerated by the survey?s ?false? findings.

?Already there are next to no prevention efforts, supply reduction policies, or harm reduction programs; nothing comprehensive.

?Customs and the Maldives Port Authority have no container scanning machines and no drug-sniffing dogs. Anyone can bring drugs into the country,? they said.

?Meanwhile, government policies are changing almost every day. Whenever the government involves themselves in this sector they do harm, not good,? the sources lamented.

Sources claim that government policies under the last three administrations have been ?ad hoc? and worsened drug abuse within the Maldives. Multiple international consultants have conducted drug use assessments and their recommendations are nearly identical, yet these recommendations are never enacted as policies, the sources stated.

Minister of Health Dr Ahmed Jamsheed Mohamed also voiced concern regarding drug abuse policies. During his speech at the survey?s launch, he stated that drug abuse was the ?worst enemy of development? and based on the survey?s findings, it is necessary to ?take a break, take stock, and strategise?.

The National Drug Use survey was conducted between 2011 and 2012, by the UNODC, NDA, INOVA Pvt Ltd, All India Institute of Medical Sciences (AIIMS), in partnership with five civil society organisations. The European Union and Swedish government provided US$2,180,200 in funding.

90% Lore

All Critics (49) | Top Critics (15) | Fresh (44) | Rotten (5)

We know where this is going pretty early on, but that doesn't prevent "Lore" from being riveting stuff, start to finish.

This striking, slow-building drama ... uses fractured, impressionistic imagery as a mirror of moral dislocation as the children make their way through an unfamiliar landscape.

It's a remarkable accomplishment.

Saskia Rosendahl is a highly expressive actress within the limited confines of her character, and the film is studded with memorable scenes.

"Lore" is the sort of movie you'd already expect to rip your heart out, but that doesn't diminish the tragedy when it does arrive.

If "Lore" is an upsetting and uncomfortable film set in a morally bleak landscape, it also offers a guardedly optimistic vision of the possibility of human change.

Shortland creates a palpable sense of atmosphere, and coupled with fluid camerawork and a verdant forest backdrop, Lore looks and feels a world apart from other World War II-set dramas.

This oblique and understated tale of lost innocence conveys both an individual's experiences and a powerful sense of a ruined nation.

Shortland's measured pacing and hypnotic visuals make this a mesmerising journey through a defeated landscape.

The result is a stimulating portrayal of an under-examined aspect of Nazism's terrible legacy.

Enough cannot be said about its leading lady, a truly captivating actress at a very young age who should be an international star.

In the chaos of 3rd Reich's end. . .contemporizes the look and feel of overwhelmed, exhausted teens sifting through continuing lies and denials of the truths by everyone.

A strikingly accomplished film about worthless people.

Saskia Rosendahl, who plays Lore, is marvelous to watch.

A dark coming-of-age journey about a girl who may or may not be able to summon the character to survive in a way she can live with afterward.
